Editorial: The Sun Doesn’t Shine in Russia 

Sunshine Week is underway and newspapers everywhere use the week to call attention to “open government” advocacy. In New York, open government is mandated by laws that are meant to ensure that meetings are held in public and that public records are available to the public. For the news media, making sure that government officials and agencies comply with the laws and court decisions that cover transparency in government is often a constant effort.
